I determined I had a vacuum leak either in my carb or in the intake manifold of my 403. A cracked intake was a possibility so I pulled the carb and with a strong light saw this:

One hole centered under both primary bores.

Close up of the holes. The left hole will accept a 1/2" bolt which is why it looks cleaner than the other which appears smaller...perhaps 7/16"

I saw this and basically went insane. What the hell are two holes doing in the bottom of the intake runners. You can see the bottom of the passage below the holes.

I stumped 3 people before I got the answer. Feel free to offer your idea in this thread. I'm going to explain in another thread. If you want to play along don't read the other thread first. Shocked Laughing Twisted Evil
