When I plug my Kill-o-watt into a standard house wall socket (nothing
plugged into the KoW), the WATTS readout is always about 25w.

I was expecting a reading of 0 watts, since nothing was plugged into the
KoW.

For Energy Survey data, does this mean KoW overhead of 25w should be
subtracted from the sample?
