Sounds like our DMV here in California.
I try to have the Auto Club AAA do the DMV work for me.
Can you do the same in Michigan?
It may save you a lot of time.
On the verification of the VIN the CHP is the go to on that.

We did manage to get the title corrected by Michigan DMV but had to drive the GMC back to our office for another VIN inspection. After the usual 1 1/2 hour wait we were told they no longer do VIN inspections and we'd have to go across town (about 60 miles round trip) to have the inspection performed.
> Small road trip and another hour or so wait in line and the inspection starts again. This time the inspection goes ok but we are then told they need a notarized bill of sale from the owner. Of course the Title has the purchase price where the owner has already signed off but that makes no difference to her. She also wants a speedometer statement even though we state the mileage as being beyond that shown on the odometer (it's a 36 year old vehicle for cryin' out loud).Besides, it's stated as such on the signed title.

The last VIN inspector had goofed up the GVWR and hadn't copied her official information on the form as the first inspector had done. The gal had refused to give us the information and stated the first inspector had made a mistake in giving her official title.
