Finally got to digging around behind the Onan and investigating the wire with the glob of tape the size of a tennis ball. Inside was one of those little rectangular fuses, the kind with two studs that is normally bolted to sheet metal.

I traced the line from the junction block behind the Onan to the fuse block for house power. Seeing as there is already a fuse there, this one seems superfluous, and all I can figure out is that it was installed by some overly cautious PO. In the original wiring diagram there is no fuse in this line. I cut it out, swaged a new end on the cable, and hooked it directly to the junction block.
