The most cost effective way I've found to buy foam is in the form of
firm mattresses/pads, eg via JC Penney's. You can get it in various
thicknesses. Here's a 5" x 60" x 80" for $94:

I put the mattress foam on top of a layer of that 1/2" thick white packing foam you can get at Tap Plastics
in 4' wide rolls for cheap. Might by Polyethylene, but I'm not finding it on their website.
That spreads the load across the spring base, in place of the thin plywood ours used to have over the springs
on the couch.
