On most, if not all of the frame, the brackets you are talking about are
held onto the frame with two bolts each. You might be able to just unbolt the
brackets and install the new pads. Then rebolt the brackets back on to
the side of the frame. This way you don't need to deal with the spinning
carriage bolts at all unless you really want to.
We have done this with success, so it should work for you.
