Interesting. I went through the California allowed aftermarket parts database at:
http://www.arb.ca.gov/msprog/aftermkt/devices/amquery.php

IF the modification in question has an Executive Order (EO) allowing it for the specific year and engine, then it's OK.
Howell, Holley, Edelbrock, etc, all have these for their fuel injection systems. Unfortunately, not for our particular use. :-(

Makes me wonder how hard it is for them to get this certification, and what we'd have to do to convince them...
