Larry, I didn't have any plans, but had an idea of what I wanted. I started with the larger diameter split pipe that I fastened to the step. It is 12" tall and has a plate at the bottom to attach to step and a plate at the top of the step for attaching to the step. That pipe makes it all steady and plumb and has clamps to adjust the tightness of the swivel. Then the 1 1/2 OD black iron pipe of the main structure slips into the larger pipe. I found the weldable 90 degree elbows and pipe at a pipe and supply company. The swivels are composed of capped elbows with 3/8" bolts welded to one elbow and passing through the other for adjusting tightness. Then I fabricated a piece to fasten to the TV at the top with a swivel.

I thought I would need the clamps to keep it from moving around while traveling, but has not been a problem.
