What's the solution to an alternator putting out 15.5 volts? Replace it?
When the motor is normal temp, it bleeds into ignition somehow and the
engine continues to run 3 to 4 seconds after turning off the key. That
doesn't happen when cold.

Dean,
If this measured at the alternator, it is about right.
If you have the correct regulator in the alternator, it should be compensating to the diode drop in the isolator and the line loss getting there.
If that is what the system voltage is, you need to replace the regulator module in the alternator.
If it is still running a carburetor then the "keep running" is a result of a combination of a high idle and carbon in the cylinders.
