I have a 76 Eleganza II that has no fan in any position as well as the AC
spot does nothing. There must be a fuse that I am missing. All looks good
under the hood.

If you have access to a wiring diagram look near the bottom of it and you will see an area labeled heater and air conditioning.
The wiring diagram shows a 25 amp fuse labeled HTR and AC I do not know the fuse number but it is located behind the removable plate in the glove compartment.
There is also a fusible link. Ignore it because this is only used in the full speed position.
One common failure point is the ground wire connected under one of the mounting screws for the fan motor. Make sure that wire is tight an making a good electrical connection.

I found that the connector on the (obvious) hot wire to the fan motor was intermittent, and the fan would cut in and out when the connector was moved / plugged / unplugged. It's not really a weather-rated connector (at least on my '78 Royale) and it had gotten pretty corroded.

The connection of the ground wire on the A/C blower is notoriously
unreliable. Disconnect, clean, and retighten with electrical connection
grease.
