I was given a donor coach that has no wheels or tires on it. Can I put two on the front and two in the back just in order to get it on a flat bed or does it have to have all 6 wheels and tires?

all 6 wheels. the suspension is built in a way that won't allow it to sit with 2 wheels in back.

however, there is a way to chain up the bogie, but that is more work then finding 2 more wheels.

Could you not just put 2 pieces of leaf spring in the boggie slots and carefully load it?

I seriously doubt that would work and stands a pretty good chance of breaking the center casting of the bogie.

The additive trouble of two wheels isn't worth the risk of trying with only for to me.

Agreed with above. Even if the last two have flat tires it’s better than
trying to run without any back there

As long as the flatbed is wide enough wouldn't any 16" wheel with the correct bolt pattern mount on the rear and work well enough to get the coach moved?
