I have dirty combustion gas from my heater. Black smudge around the exhaust
outlet. I have a mixture of old propane and several gallons of new propane
in the tank. Any one know the reason for the dirty burn?

Usually if the combustion air is restricted you will generate soot. And carbon monoxide, so use a detector and fix the furnace. Check first for dust and crud in the air shutter(s) on the burner, and check that the burner blower isn't restricted or the blades dirtied up. The same thing will happen if someone puts a natural gas orifice in the burner by accident.
