Razor blade and bad language. Hard to get what has combined on the surface to come off. There are chemical products that soften the silicon, your success will vary.
New silicon will not seal successfully to old silicon, the bond will fail.

I use 3M adhesive remover. Comes in various sizes, I usually use the 1
quart squirt spout can. Stinky stuff, but it does not hurt paint. Works
well on silicone sealer when paired with elbow grease.
