Seems like the EPA has changed the rules on the purchase of Duracool.
From the Duracool Web Site:
Effective January 1, 2018, the United States Environmental Protection Agency (EPA) is requiring that the purchaser of this refrigerant
is in possession of an AC certification card (608 certification for HVAC) or a signed resale agreement if the purchaser is purchasing the
refrigerant for eventual resale.
If you are an end user, then you must show evidence that at least one technician within your company is properly certified.
If you are a wholesaler that sells refrigerant for resale you are legally responsible for ensuring that your customers fit into one of the categories of allowed purchasers under the sales restriction. Although the regulation does not specify precautions that wholesalers must take to verify the intent of individuals purchasing refrigerant, EPA recommends that wholesalers obtain a signed statement from the purchaser indicating that he or she is purchasing the refrigerant only for eventual resale to certified technicians.
This document must be sent to info @ duracool.com and received before your order will be released and shipped

A few years back, I got the EPA card so I could stock up on R12 on eBay. The certification was online, open-book, fairly quick, and only cost $10.
The questions are mostly common sense, and all of the answers can be found in the pamphlet that you get before the test.
Needing the EPA card is a bit of a hassle, but usually I find if the government wants to block me from getting something, it’s probably the best available product for my needs.
The same card that allows you to get Duracell also allows you to get Freon. Looks like the R12 and Freon are nearly the same price on eBay at present, so the card allows you to easily buy both.

Lots of other brands if necessary. Also the certification was nothing. I took it years ago and mailed it in. I never needed it for anything. I do not know if I still have it around here or not.

Section 608? I thought section 609 was R12 mobile automotive class. Maybe only if you intend to use it in residential as R22 replacement ?? I have an MVAC EPA card and number and it says section 609 on it.

Anyway, the good thing is section 609 is a one time thing never needs renew. There are providers on line where you log on and get the study materials. Then pay your fee and take online test in a timed out period. If you don't study in advance you won't pass in the time allowed. It is an "open book " test but you won't have time to complete if you don't preread. I would have had 100% except for a "trick" question. "An automotve technician must repair a found leak on an R12 system before adding R12". Answer was false. Got me on that one. It was a good one half day process and learning experience.

Wow, They tightened up the testing. When I took it in the early 90's my friend that owned a chain of auto parts stores had the applications, the tests, and the answers. You filled out the app and the test. Then mailed it somewhere. I do not remember if there was a fee. In a month or so you got a certificate in the mail. Everybody scored 100%
