Netters

I have a seat here with a rough vinyl surface that I cannot figure out how
to clean.
I went through the following steps and nothing seems to remove the unknown
staining that looks like a combination of mold/mildew and general dirt to
me.
1) Dish detergent and small brush...nope
2) Spray 9, an other wise excellent vinyl cleaner...nope
3) Comet with a toothbrush in a small area...nope
4) Resolve...generally an excellent carpet cleaner...nope
5) Javex/Clorex..on a small area...didn't make any difference

ANY suggestion would be appreciated

I've been using the product "30 Seconds" for many cleanup tasks - it's AMAZING stuff and readily available in Canada:

http://30secondscleaner.ca/works/30-seconds-outdoor-cleaner/

Let it soak briefly - then scrub and/or rinse.

Test a small area first!
