Does the top back lip of the rear gas tank sit on top of the cross member?

I would say no, it just fits under the lip of the top of the cross member otherwise the hook bolts in the straps could not be tightened up.
The bolts would pull the tank lip up to the cross member. The amount of contact with the cross member is small if you are above the cross member you would be pulling the tank up toward the coach floor. I have just re-installed that very tank last week and that is what I found.

The flange is not for hanging, just a construction design.

Thanks to all. The lip fits under the crossmember as suggested. The bolts give a snug fit.
Hopefully there is not a next time, but if so I will raise the coach more in order to see and work.
