A friend is headed for a cruise England, Scotland and Ireland with daily dockings.
Does anyone have experience or recommendations for best value cell phone/text use?
His USA plan is with ATT.

If he has a GSM phone with a removable SIM, or extra SIM slot, he can purchase a local SIM card with minutes for usage in Europe. Several different plans are available, just read the fine print. And, don't lose your US SIM.

Dennis,

If your friend has not visited a local AT&T Corporate store I would suggest he do so and discuss his requirements with their
personnel.
I'm sure AT&T will have a roaming plan; however, it is probably expensive; I could be wrong.

As far as buying a local Sim in the UK goes if the phone is not unlocked he has a problem.

Sort of related, but if you frequently travel outside the US, (Canada,
Mexico, Europe, etc) Google project Fi is awesome. Very good rates, and
direct calling. Your US number works everywhere.

It was by invitation, but now open for anyone.

Even if you don't travel, it's better than many plans. It does require a
high end phone, but it uses WiFi for calling (automatically when
available), and there is no surcharge to tether. The 'Google experience' is
flawless. Google maps for navigation in a rental car in the middle of the
French countryside is tough to beat.

Of course there is the issue that Google likes to use info for various
purposes... But if you can get past that, it tops any US carrier's
international roaming plan.

I used to buy local SIM cards and use a BLU phone that was double SIM'd
with a Walmart global connect SIM. Fi is way simpler and cheaper.

Thanks everyone for the suggestions.
They are traveling with two college age children, so total phone separation
might be too traumatic!
The ATT international plan may be the easiest for them to manage/implement.
