Inverted = grit on the inside of the drum, for finishing round tines. Small diameter 3/16" through 1"

These are welded in an array. This isn't for tight tolerances, more like hand-shaping on a spindle sander. Chucking a hollow bit with an interior abrasive surface in a drill would work --except I don't think they make such a thing.

If I'm understanding what you are trying to do correctly, I had a similar problem... I was trying to grind some welds smooth on some 2" tubing I had joined without leaving flat spots. I ended up taking a small 1" ribbon sander, and removed the metal backer that supported the ribbon where you were supposed to sand. This allowed the sanding belt to flex around the tubing. Worked well enough that you could not see where the welds were once the tube was painted...
Seems like that may work for what you are trying to do as well...
As for a reverse sanding drum, I've never seen one, fwiw.

I agree on using a lathe if you have one?
I usually Chuck them up and hand sand on high speed to get a smooth weld.
With what you're talking about I think it would have to be disposable? It would be tough to change out paper in such a device.
How long are they? They could theoretically be cut down using a drill press, a drill vice and a hole saw of the proper ID.

It pretty much has to work like a hollow bit at go straight in. I'd dismissed the diamond hole saws but -yeah- coring bits are worth a look. Only need about 2.5" depth.
Justin, what you rigged up is what the wooden sailboat restoration guys use to sand the masts & booms, except bigger belt.
