Was developed by the DoE National Laboratories to provide a comparative basis for manufacturers to use in rating electrical equipment. Part of the Energy Star initiative. Purpose was to create a level playing field do the consumer could directly compare different units from different manufacturers without worrying about manufacturer over reach. Did a lot to normalize and rationalize markets. My former staff at the Pacific Northwest National Laboratory were deeply involved in this effort.

(SEER) Season Energy Efficiency Ratting At least that's what it meant at one time. It was a formula someone devised to rate different units.

Sounds like there is no direct, mathematical correlation between the SEER number and the electrical consumption. It's more like a 1-10, or number-of-stars rating system?
