A friend is having his "new to him" '76 Birchaven driven from Chattanooga,
TN to Detroit, MI. The driver is in Richmond, KY and says it won't go any
faster than 30 mph. . It started out pulling hills like a champ and
gradually became anemic.
Shop there says there is a knock that sounds like a rocker arm
Does this make sense?
I imagined a fuel filter at first, but didn't know about the "knock".
Looking for opinions.

First replace the fuel filter and check if there are other fuel filters in
the system and also replace the tank selector switch if it has not been
done recently, as the rubber in it is being attacked by Ethanol.
Also the fuel pump if older one need to be replaced as the rubber diaphram
is going out.
After that the power should be up and the check the knocking noise.

Loss of power on hills usually relates to ignition advance. The weights begin to hang up.
Overall loss more likely fuel.
If a rocker is knocking -- loss of one cylinder is usually not that detrimental to power. Checking the driver side is reasonably easy. The rocker bridges have been known to break.

Depending on temperatures, if it's freezing or close to it, dump in a
bottle of gas line antifreeze. Should be less than $5 and may help get rid
of any ice and or water...

Smell the oil for gas and maybe looks to thin? A ruptured fuel pump could thin the oil and make a lifter tap and lose fuel pressure. What Jim says about the filters and if you can remove the gas cap and blow shop air back into tanks to clear pick ups. In my case the reason I had to replace the fuel pump and change oil and filter in AZ parking lot was the old pump was trying to pull thru plugged up filters and pick ups. I did have a air line.

For all but the ticking, this does fit fuel filter, or at least a lack of fuel delivery.
With the amount of alcohol in fuel, there is almost no chance of fuel line freeze.
It is very possible that the shake of finally being driven has loosened some debris in the tanks. If it is the pickup socks, he will have to blow back through the fuel line before (flow relative) the pump.
I hope he has tools, I would first go after the carburetor filter. That is almost impossible to service without removing the carburetor enough to get the steel fuel line clear. It takes a big wrench to get the filter out of the carburetor and the filter flows inside to out, so you can't visually inspect it. Just replace it. Have him call someone to talk him through this if he has never done it. (Yes, I am volunteering to be that guy.)
If our new friend can get as far north as Ohio, I can be with him in four hours.
Does he have a black list?
Give him my contact info. anyway. If he is coming my way, we can stand by until he is where he needs to be (or in my drive not far off I-275).
