I bought the Harbor Freight 11 function digital multi-meter some time ago and have been happy with it. Mostly I use it for voltage and resistance, but it has other functions too.

I think this will take you to the current “super coupon” that discounts it to $21.99. An endorsement from me - the poorest shade-tree mechanic on the net - should not be highly valued! Still, I like the meter and it hasn’t blown up. I look more professional when I whip this out than I do when I use the freebie meter. (I suspect the freebie meter would suffice for 99% of my needs!)

Just a little warning. DO NOT leave it laying out in the sun. Mine sit outside for about 10 minutes and the black label on the front of meter melted and the electronics inside the meter no longer worked.
Fortunately Harbor Freight took it back.
