I need some help... Anybody here a USAF ground equipment or aircraft
mechanic (B52 preferred) between 1955 to 1985 who can say for sure that the
Technical Orders or Air Force Instruction Manuals specified the use of TCE
(trike, trichcloroethylene), PCE (perc, perchloroethylene,
tetrachrlorethylen) and carbon tetrachloride (carbo tet) solvents during
maintenance procedures? I've got two RVN era vets, one dying of lung cancer
and the other dying of Parkinsons. I need a written statement by someone
who would have knowledge of the same job they did who can swear they used
those solvents doing maintenance tasks and that they were specified in the
manuals. (I'm trying to run down a copy of the TOs but they're hard to
find, secret, outdated, etc, and I don't know how long my guys have). Can
anybody help me out?
What does this have to do with GMCs? If somebody (or somebodies) can help
me out with what I need, and I win either one of these cases, I'll use the
fees I make on either of these cases specifically for the Barn Queen, and
can FINALLY get her from Florida to Mississippi.

So I lleft the Department of Veterans Affairs where I worked a claims
adjudicator last year. I worked a 40 hour week, and had weekens and
holidays off. I also had a bureaucracy that was killing me inside
I left a year and a half ago to come to work for a large law firm that
decided they wanted into the Veterans Benefits arena. I was given 400 cases
to work through and figure out what was takeable, and then given more and
more cases. I've probably gone through a thousand cases and currently have
about 200 that I've taken and am representing at various stages of the
Veterans Affairs process.
I am working 60=70 hour weeks, usually working weekends. I had to move from
MS to FL and am living in a downtown apartment. My Catalina is in Little
Rock being restored, but mostly just there because I have nowhere for it.
The RVs are in MS still; somehow, I seem to have lost the keys to both of
them. I know that's an easy problem to fix.
I don't have much time or money, but I am way WAY happier. My cases are
starting to win, like the guy I got almost 200k for his ALS, and some
widow's that I have assisted. The money will come, and once I get some
money and can increase my staffing, I can get some time to pull wrenches
myself, or have one or more pros like JimB (not far away from
Jacksonville!) to take care of it.
I have just been soooo busy, because I walked away from a guaranteed
job-for-life (who gets that anymore???) with a pension and retirement, so I
absolutely must must MUST "make this happen." Failure is not an option. So
I have done nothing but work, work, and work some more. The money hasn't
happened yet... but it will. It HAS to.
Here is where somebody here could help me out... if you've got access to
the Air Force manuals that specify the use of these chemicals between 1955
and 1985, or if you can at least swear in a written statement that you did
that type of work and that the manuals called for it, I've got a darn good
chance of winning these two guys some benefits. If I win either case, I
promise I will use all the proceeds from my commission towards my GMC
project, and that there WILL be video. Right now, in my current situation,
I can't justify the expense or the time... but if I wind up with a five or
ten thousand dollar fee, I can make some things happen with that.

You've a job, unless you can find someplace where the T.O.s haven't been updated, or somebody kept one or two. Reason - When updates were issued, the relevant pages were removed and replaced with the updated pages... the old ones were either tossed, or if they contained confidential information, shredded and burned. If there was a T.O. specifying trico, it would surely have been updated when the stuff was found to be carcinogenic. I was a FANG in the ground radio business for 22 years, I don't remember what all elixirs we used for cleaning stuff though trico would have been low on the list because it attacks most plastics. MEK would probably be the choice back then. Which doesn't help your AGE guys at all.

Bugger, as my Austrailian pals would say. I'm sure they washed and
degreased lots of parts. These guys served at Anrdersen (where I at least
have objective proof of TCE and dioxin and related contaminants in the soil
and water) and Utapao. I've got other general statements, from the Air
Force and the Government that these chemicals were in general use and by
all rights that by itself should be enough, when combined with my guys
testimony, to presume that he was exposed to these thigns, so that my only
remaning issue becomes causation. My judge was looking skeptical, however,
I'm afraid that I'm going ot ohave to pretty much PROVE that the exact
specific jobs he did mandated the use of these particular chemicals. I can
work with what I have so far... I'would just much much MUCH prefer to have
it in writing as a T.O.. I'll settle for sworn testimony if that's all I
can get.

Robin,
I can't help with the USAF procedures, however, when I worked at the Johnson Space Center (1969 - 1978) the NASA cleaning shop used
trike to clean parts used in oxygen systems. They had a large tank that had liquid trike in the bottom. That was heated and it
formed vaporized trike above it. Parts would be hung from stainless steel wires into the vapor and since they were cooler than the
vapor trike would condense on the part and drip off. The drips would dissolve any hydrocarbon on the parts and carry any particulate
matter off in suspension.
The tank had extractors at the top to prevent vaporized trike from entering the area around the tank where technicians worked.
I'm guessing that the vapor that the extractors collected was cooled condensing the trike and probably returned to the tank.

We used the same setup at Continental Gin Company where I worked summers as a kid. Called a 'vapor degreaser'. Robin, you might see if the bases in question used them.

Oh, I'm sure they did. My guys can testify that they used 'em, but the
brain cancer and parkinsons are affecting their recall... I need written
testimony by somebody that can rememb er, or the the technical manuals
themselves. I've got plenty of other evidence that says "these chemicals
were used in degreasing operations in jindustry and by the military", but
that's circumstantial evidence, at best. It'd be enough to convince a
FRIENDLY judge, but not enough for a hardcase judge. Matt Colle gave me a
contact, and Larry put me onto the Comemorative Airforce... plus I am
working an airshow in a coiuple of weeks, and I'll put up a sign, "Wanted!
B52/GroundEquipment Mechanics!".

You might want to try Aviation Warehouse http://www.aviationwarehouse.net
They are right on the edge of El Mirage Dry Lake bed here in SoCal. They
advertise over 300,000 aircraft manuals available. It's actually a very cool
place, hundreds of disassembled aircraft of all types. Awesome way to spend
a Saturday morning (if it is cool outside).

You haven't mention the shop(s) your clients worked in or what organization; below you will find the USAF maintenance system as I
remember it from my 45 year old memory.
SAC had:
OMS = Organizational Maintenance Squadron - They were the guys that were assigned to an aircraft. There was a crew chief and a
number of guys under him. They took care of the routing maintenance such as greasing stuff, putting oil in whatever needed oil,
making adjustments to various bits and pieces.
FMS = Field Maintenance Squadron = The shops responsible for specific systems; ie Mechanical Accessories (me), Hydraulics,
Electrics, Wheels and Tires, Landing Gear (may have been Hydraulics, Electronics / Avionics, etc.
Depot Level Maintenance = the fixed the stuff removed by OMS and FMS personnel.
I don't remember having any kind of parts cleaning capacity in the Mechanical Accessories shop at Westover AFB, in Chicopee Falls,
Massachusetts. There may have been in the Hydraulics shop.

Those same chemicals were (are?) used in dry cleaner operations as well.
Apparently they can cause cancer. They certainly can screw up an otherwise
smart commercial real estate investment.

Robin,
You haven't mention the shop(s) your clients worked in or what organization;
below you will find the USAF maintenance system as I remember it from my 45
year old memory.
SAC had:
OMS = Organizational Maintenance Squadron - They were the guys that were
assigned to an aircraft. There was a crew chief and a number of guys under
him. They took care of the routing maintenance such as greasing stuff,
putting oil in whatever needed oil, making adjustments to various bits and
pieces.
FMS = Field Maintenance Squadron = The shops responsible for specific
systems; ie Mechanical Accessories (me), Hydraulics, Electrics, Wheels and
Tires, Landing Gear (may have been Hydraulics, Electronics / Avionics, etc.
Depot Level Maintenance = the fixed the stuff removed by OMS and FMS
personnel.
I don't remember having any kind of parts cleaning capacity in the
Mechanical Accessories shop at Westover AFB, in Chicopee Falls,
Massachusetts. There may have been in the Hydraulics shop.
