I am not reading 12 v going to starter when holding start button.
following the troubleshooting in manual, there is no fuel comming out of pump when turning over motor.pump output hose in my hand.
troubleshooting step 5b says jumper terminals 9 to terminal 11 and see if will start.
jumper wire gets very hot when i jump these 2 terminals. so hot i could not hold it, so I did not try starting when jumper was on. one of these has 12 volts to ground when sitting, other one does not. Cant remember for sure which one had the voltage, I think terminal 11.
Do i need a larger jumper wire?
level ground, oil level is at full per dip stick
Gas is being fed from small gas can, pick up hose is approx 16 inches long.

with a jumper between terminals 6 and 9, generator started after a few minutes . runs at a steady speed, maybe slightly faster than it needs, but not way bad. based on meter plugged in at kitchen outlet, it is slightly high voltage with no load. but steady, not surging or anything. this is after approx 15 minutes running, extended out off of gass can. I will have to restart after i get home tomorrow. I wish for it to run for atleast an hour since last use it ran approx half hour and stalled out and would not restart.
What am I bypassing with my jumper between 6 and 9?
all input reference to decreasing idle speed slightly,and lowering voltage output is appreciated.

You simply adjust engine speed by the tension of the threaded rod on the governor spring. Board has nothing to do with engine speed or voltage. Most go for about 125-127V no load. This puts you at about 1800 RPM and 60HZ if compounding reactor is ok.
