The windshield in that condition is worth about $50 at best per side and the gasket that old is $10 with ribs used. It cannot be fixed or repaired if frosted or delaminated. I sold a good right side with no frost or chips for $100 about 2 years ago. Good new units are available from a number of suppliers at a reasonable price.
