I had a 78 Royale, 403, holly FI, headers, twin mufflers, 3" exhaust, 307 drive, Torker cam, eddlebrock high rise, K&N remote filter, O2 feedback on FI, 16.5 radials,ACEL ignition components that averaged 11 MPG. That was in 1992 with 50K miles on coach.

I got 12 out of my box stock 23' >once< coming from Asheville to Braselton (pretty much all downhill) using no alcohol gas without the toad on cruise at 58-60 mph. Haven't equaled it since, nor do I expect to. I was trying on that run. With the toad and normal operation, 8.5 to 9.5 depending the route. Without, it will sometimes touch ten, usually 9.75 or so. Alcohol in the gas knocks 5 - 10% off the mileage. I usually use pure-gas.org to plan my fuel stops, it doesn't like alcohol in the Southern summers at all.

We averaged 10 on our trip to Quartzsite last month. 1600 miles, no toad, 403 with 3.55' and headers running 64 on cruise most of the time. Little wind either direction (for a change).
