Yes, that is the fuel pipe/tubing I was referring to - Here is what I have:

Unless a PO made a repair/change for some reason, you are probably correct, must have been a factory feature and changed at sometime afterward.
I am not sure what type of fuel nozzles you have there, but the ones here (and especially here in CA.) are difficult to use on the GMC's.
I have mine out so that I can (shamelessly copy / thanks Glenn-zhagrieb) do this modification, as was shown in the photo forum, to mitigate that problem:

You have the newer version. you also have a single piece down be the tanks instead of the three piece that Espen (and I) have.
