Sounds to me like a front wheel bearing, even though front end work has
been done.
VERY familiar sound description.

There once was a GMC'er that thought he had a bad passenger side front
wheel bearing going bad due to strange noises. Three of us showed up
with all the tools necessary to pull and replace it. As we were
pulling things off, we got to the caliper. It was in the engaged
position. We took a look at the soft line going to it and found it was
swollen shut, so fluid would go through but wouldn't let the pads
retract. Replaced the soft line and everything was fine. Just a
thought from a rusty brain.
