The product named CLR will do a good job on that build up. CLR stands for Calcium, Lime, and Rust. You would probably need to remove the faucet to get the CLR down into the diverter valve.
HOWEVER, do NOT submerge the faucet in the CLR, at least for a long period. I did that overnight with the shower head in our house and it badly discolored the chrome plating.
