I wonder if this little 12 volt computer could be made to work as an interface with What's Up Display. It operate Linux or Android, so that's the barrier I see, maybe running WINE on Linux would allow communication with the serial port and display. If I understand it correctly the computing needs for What's Up Display are very small. This little bugger can be configured to be quite a computer.

The base model is a hundred bucks and has two HDMI ports that could connect to any mounted monitor. It has bluetooth so you could use a bluetooth keyboard and mouse, or use the 4 USB ports. It does WiFi too. It can be configured up to 4 gigs of memory and a 512 gigs of storage. Certainly this would be somewhat more than $100...
It's about an inch thick and measures less than 4" x 5.5". You could place that just about anywhere - on the back of a monitor - in the glove box - really anywhere.

Unless you need a pretty box as a purchase point, the Raspberry Pi for $35 is a much better consideration. Runs Linux out of the box. Another amazing community of doers.

Or just get a cheap netbook with a USB port. USB to serial adapters are less than $20. Probably more reliable and easier to take care of than something that isn't even available yet, and it will do more as well.

One caveat, you need the right chipset in the serial to USB cable or the EBL has issues. DynamicEFI adapter says:
Uses an FTDI chipset that is supported through Windows 8
So read the back of the cable package to make sure it's the right chipset. The one I bought at Best Buy had FTDI in the model number and was a bargain.

Tom, I was going to suggest the same thing. Great little device that
Raspberry Pi! However, Larry indicated that WINE was needed to run their
program on a Linux box. Apparently the Pi won't run WINE.

I've been running EBLon a Lenovo X61 tablet with docking station for a
couple of years now. Plenty of them on eBay for <$250 total. 12" display,
convertible laptop/tablet, any port you want. Win7Pro. With the dock
semi-permanently mounted to the dash, mounting/dismounting the tablet is
ultra-easy.
It's what I'm using right now.
