I saw this machine going from HWY101 to 280.
It had modified bodywork with close fitting from bumper
and no rear window, only a camera was back there.
They were probably testing something. Maybe brakes, reaction arm?

I think the oddly shaped holes is just an optical illusion from wheel rotation, akin to spoked wheels appearing to rotate backwards.
