Hey Guys,
Remember - A question is dumb only if you are afraid to ask it.
There is an program (application) for PC called "Blue Stack" that will let you run an Android App on a PC. I have never used it, but I have seen it run.
But, There are TWO BIG problems here.
One is that all "smart phones" require network access to be so "smart".
The other is the boot-up time for any pc level device. This isn't an issue with the smart phone as most people leave them on and operational.
If one was to start a PC just to run an Android app, you would first have to boot the PC, then load the shell program, and finally load and start the app. Then, this app will only work if you have a "network" connection so it can retrieve all the data that it does not store in the handset. This was all made painfully clear to me yesterday as we were in Canada where my phone would cost me 0.85$/minute and data for just 2.05$/meg...
If you are not already smart phone addicted (I know I can stop at any time), a better bet is Street Atlas (or Trips and Street) and the Discovery Owners overlays.
As we usually travel with a pilot and a navigator, to me this will just be a neat "where can I hold-up right now" if the navigator isn't on duty. I do know many others travel with just the smart phone.

Matt
If you had a Canadian phone the fees aren't anywhere near those quoted.
Those fees are about what we pay when we go South and try to use our cell
phones on the other side of the Border.
Needless to say, there have been a lot of Canadians purchasing US cell
phone plans <g>

To save the cost of phone charges while in the U.S., purchase a TracFone, add minutes and go forth and have fun. If all you need is a phone, TracFone will generally do it for you. Not a Smart Phone, just a handset.
Disclaimer: I've been using one for about 5 years now, and very seldom that I am without connectivity.
There is always Skype to phone home with as another option. Need a WiFi connection, and a computer, but also works as very low cost phone service.
Disclaimer: I also have a Skype only phone. Rare to find one as the only manufacturer discontinued making them. Republic Wireless may provide the same type of service, but has both a higher cost factor for the phone and their plan. Skype to Skype calls are free, worldwide. Skype out is $30 a year. Skype in and out is $ 100 a year. Paid plans are unlimited to U.S.A. And Canada.

[quote Next question - what are the Discovery Owners overlays? I have Streets and Trips and am disappointed in how hard it is to use. [/quote]
Discovery RV owners submitted locations of many things in push pin files: Walmart and SamsClub w and without gas, overnite parking or not. State parks, rest areas, Cabellas, Flying J/Pilots, restaurants, etc, etc, etc.

load the mega file and then only display the pushpins that you are interested in. It quickly plots routes, with antenna can easily to be used as a turn by turn GPS if you want that.
Streets takes some time to get used to, but I love it. Usually have it open on my desktop to quickly find the places that come up on the forum or in the news.

The last few winters spent in the US were TracFone.
Last winter was a Bell deal we stumbled on in Alabama on route to New
Mexico, when we went to buy some more airtime for the old Tracfones...
Worked well for us.
