>any laptop
Jim, it's been a couple of years since I've worked with usb cams but flipping the image seemed to be a basic a feature of the (some free) software I tried. BTW, I was using Win XP sp3. As cams have become commodity items, I'm told that some laptops now have stream mirroring built in (Asus was mentioned). At any rate, a quick search turned up several free programs but I'm not really familiar with any of them.
I'll add that this wouldn't have to be restricted to just one cam. Software can split the screen for multi-cam monitoring. Motion detection is common, too.
I just found this one, as an example

BTW, the cam isn't weatherproof but at <$5 I'm not sure if I'd care.
BTW2, 16' is the limit for usb but that cable has a repeater in it. That's the longest I've actually used.
