I figure they're required as manufactured to show compliance, but how about removal (such as when painting). Just wanting to unclutter the appearance. Or are they required by some states?

Larry,
Not exactly sure which labels you may be thinking of...
but, I believe some states still like the propane label visible.
And I have heard stories of helpful relatives putting gasoline into the fresh water fill. And the black water wash out connection might be good to label, just-in-case.
Even the oil fill under the hood is not familiar to many.

Right, they were to show compliance with emission and safety standards. There were 16 states that required a state sticker. They cost the original owner from $20 to $50 except for California which was $180, but you probably have guessed that would be the case.
While 16 states originally required a state tag for new MHs sold in that state, I would suggest the following:
- many coaches now are likely residing in a different state.
- once the tag is removed, that record is gone, how would one be able to check.

That's exactly what I'm trying to figure out rather than read the vehicle code of every state. I'm just wondering whether the tags are like mattress labels: forbidden to be removed by the original seller, but okay to be removed by the end user.
Labels for what goes in where makes sense, I would rather have them inside the access cover as opposed to having the exterior plastered with them unless it's required by law to be prominently displayed for safety reasons, such a s the propane compartment.
I just don't want to be cited or not allowed because of missing sticker(s).

I still have a plastic label riveted on my coach from the "People's Republic of Kalifornia". It is installed near the entrance door. I can imagine that they might have a few inspectors on the state dole running around with a badge and a gun checking for them. Other than there I can not imagine anywhere else, besides Chicago, bothering to waste the time, money, or effort looking for such a thing. Since I do not plan to go to either location in my coach, and I am not licensed in either state, I do not worry about their labels.

Back when California first decided LPG needed to be affixed to the propane door or the fueling station was supposed to not fill your tank I lived in the south coast air basin (so. Cal.). I didn't want those ugly stickers messing up my new paint job so I didn't comply. I never had a problem getting the tank filled but the last time the guy wanted to know if the tank had been currently certified so rather then tell him frame mounted tanks were exempt I just said yeah last year.

As a consumer, no stickers are required. DOT and subsequently NHTSA are regulatory agencies for new production. FMCSA is an enforcement agency for commercial vehicles. None of that applies to us. Unless you decide to change 5 lanes in front of an enforcement officer I suspect you may have bigger things to worry about.
