Having removed the large nuts from the boggie pins, and re-installed them, what is the correct procedure and final torque on the pins?

Per the Maintenance Manual,
"tighten control arm lock nuts until hat section spacers are firmly seated, then
back off until control arm moves freely and retorque nuts to 15-20 ft lbs."

This is what I went by for my 73. I tried soaking the top hats repeatedly over many days and saw no movement. I could torque the nuts to 65 lbs and eliminate any swing arm movement in/out, but when I backed off and set to specs the movement returned. It measured within the spec, so I decided to stop.
