I found foam P+S insulation at Home Depot in the furnace duct area. It is 12" wide with Al foil on one side. It is 1/8" thick and rated R-3. $18 for a 15' roll. Put two layers on a water heater replacement and intending to cover the bottom of the fuel tanks. Product is made in Communist Red China and marketed by Weather King.

Ernest,
They're not Communists any longer; they're "Socialist Market Economists."

I reckon the only Communists left are in Cuban.
