I just replaced the propane tank for the grill on the Beast. The tank is
empty, nothing comes out yet there is something sloshing around in the
bottom of the tank that feels like it is 20% full of something.
Any thoughts?

Is it a brand new tank ? If not, it could the the substance that make propane smell. I would suggest you find a large propane dealer and ask them for assistance. I have no idea how to get the liquid out.
