What happens in CA, usually catches up with all the other states.
Though California usually is the leader in costly and over done smog testing, here in Illinois I can say, been there, done that.
Our smog testing stations pre 90 ( I think ) used to smog check everything.. I don't know how the lawn mower got by without the test, but SHHHHHHH, don't want to give em any ideas.
Our smog station closed for about a year, they tore it down and completely rebuilt it. Now we were still testing everything with wheels full of air but in different ways. There were rollers in the floor and the car had to run on the rollers and pass. Some of the newer cars could plug into the computer without the roller run and pass that way.
Another make over came and the rollers were retired in the floor. NOW, only cars with the "smart" computer under the hood are tested. I think that would be pre 81 vehicles. BUT, your old vehicle had to test and pass to "WIN" an exemption to the testing system. I am not sure if this is for the life of the vehicle motor or everytime the vehicle changes hands of owners.
When I inquired about the changes, I was told it was all cost related. The older cars take too long, too many people and there are not enough of them on the road to worry about testing anymore... hmmmm
When the rebuild happened and the rollers were put in the floor, it still took too many people and too much equipment to test all the cars coming in.
Now with the antique vehicles or carborated motors out of the picture, there are only 3 lanes open, one person per lane testing.
If you look around you can see where all the old equipment was just cutout, I mean the conduit is CUT, wires hanging and all that left is where the computer sits, a plug to plug into the car and a keyboard for the smog Tech..

Let's hope it passed. I, too, sent a message to my Senator who responded and at least acknowledged the issue I was commenting about without committing either way -- what did I expect?
California smog stations are run by private individuals, not the state, so I don't see how the state loses (or gains) money in either case.

Minnesota has no emissions testing, no safety testing of any kind.
We did try it back in the 90's but it proved to be expensive and didn't improve the air quality.
So it was all scrapped.

In the 60s in Mississippi they called them "brake stickers". Hit the brakes, slide the tires, & they slap a sticker on the windshield.
Oklahoma repealed the vehicle inspection law about 10 years ago.
No sign of inspections in Arkansas.
Life is good in the backwoods.
