We call it the horse collar. I finally found a used one on ebay. Good luck. I still have my old one, but it is trashed. Ozite fabric stretches and covers it nicely, however.

I always thought this would be a great piece to replicate in fiberglass, as you could incorporate both the horse collar and the dash panel into one new piece. Then if someone wants to cover it with a vinyl, pleather, leather, or other covering, it would serve as a good solid base for the upholstery.
Update: I realized that Mac-Dash has these available with a strip across the top for warning lights!

I agree fabricating the horse collar in fiberglass would be a good idea;
however, wouldn't incorporating the dash panel would make it difficult to
wrap it.

My horse collar was broken in several places by the amateur thieves who stole my stereo.
I had it recovered in Pleather. Looks great and generates compliments. Cost $125 in Houston
