And somebody brought up the idea of sealing the edge with silicone RTV and
letting it cure fully before installing the windscreens.

My glass guy tells me its from moisture penetrating through the edge of the
glass.

That is what my windshield guy does only he uses the normal windshield sealer rather than silicone. He says never use silicone on any part of a car. Also if you use silicone it will leave steaks every time it rains and water runs over the silicone.
