I am going to take the rear brake drums off in the morning, I pulled off the
wheel tonight and took off the metal cap that I am usually used to seeing
the large wheel nut with the carter pin but instead there seems to be
another cap in the way, will that just pop off also? Or is there some
special way for me to remove it. I don't want to cause any more damage then
I already have to fix.
Thanks for your response in advance.

Yes--you have to take that second cap off as well. You can try to gently pry it off with a thin screw driver. I can't remember if you can get waterpump pliers around the OD, but it does pry off

Serge, if they are replacement ones, like from the "help" rack, they are
heavier material than the OEM dust covers. They wedge in very tightly and
are difficult at times to remove. They are a friction fit, no threads. You
have to be persistent with a fairly substantial screwdriver or a big pair of
channel lock pliers. Good Luck.
