Vehicles of Historic Value
5004. (a) Notwithstanding any other provision of this code, any owner of a
vehicle described in paragraph (1), (2), or (3) which is operated or moved
over the highway primarily for the purpose of historical exhibition or other
similar purpose shall, upon application in the manner and at the time
prescribed by the department, be issued special identification plates for
the vehicle:
(1) A motor vehicle with an engine of 16 or more cylinders manufactured
prior to 1965.

(2) A motor vehicle manufactured in the year 1922 or prior thereto.

(3) A vehicle which was manufactured after 1922, is at least 25 years old,
and is of historic interest.

(b) The special identification plates assigned to motor vehicles with an
engine of 16 or more cylinders manufactured prior to 1965 and to any motor
vehicle manufactured in the year 1922 and prior thereto shall run in a
separate numerical series, commencing with "Horseless Carriage No. 1".

The special identification plates assigned to vehicles specified in
paragraph (3) of subdivision (a) shall run in a separate numerical series,
commencing with "Historical Vehicle No. 1".

Each series of plates shall have different and distinguishing colors.

(c) A fee of twenty-five dollars ($25) shall be charged for the initial
issuance of the special identification plates. Such plates shall be
permanent and shall not be required to be replaced. If such special
identification plates become damaged or unserviceable in any manner,
replacement for the plates may be obtained from the department upon proper
application and upon payment of such fee as is provided for in Section 9265.

(d) All funds received by the department in payment for such identification
plates or the replacement thereof shall be deposited in the California
Environmental License Plate Fund.

(e) These vehicles shall not be exempt from the equipment provisions of
Sections 26709, 27150, and 27600.

(f) As used in this section, a vehicle is of historic interest if it is
collected, restored, maintained, and operated by a collector or hobbyist
principally for purposes of exhibition and historic vehicle club activities.

Amended Ch. 918, Stats. 1984. Effective January 1, 1985.

I was following this link because it is a particularly sore subject for those of us living near our beloved state capital of Springfield. Here is why.....
 
Among other mechanical bad habits the Mrs. tolerates, we are restoring a '66 Corvair Monza Convert and belong to a local Corvair club that meets at once a month during the winter - and sometimes almost every weekend in the summer. (a wonderful group, but that's another story).
 
At one of our early spring club meetings two years ago several members braved the weather and had driven their cars to the meeting. While we were waiting for the meeting to start - and generally milling around the parking lot looking at what upgrades everyone had freshly completed over the winter - a State Policeman pulled up and wanted to question everyone with "Antique Car" plates, which was almost everyone. As he explained it to us, it seems that in Illinois the statues state that you have to be going to or from a show/parade or on the way to have service completed in order qualify for that type of plate. Any other form of driving is a moving vehicle offense.
 
I think the officer figured out fairly quickly we were not exactly an armed and dangerous bunch of radicals - the first clue was that we meet at a local library - the second clue would have been tthat he average age of the members present easily doubled his. We teased the poor guy that the newest car in attendance was older than he was too.  
 
As the conversation began winding down and it was apparent that nobody needed a one way trip the pokie, he somewhat sheepishly mentioned that a member of SOB of car club - who apparently works in the state license division - had noticed our cars and the antique plates and had called in a complaint.  He also stated that if we met farther away from Springfield hardly anyone would likely care.  So how did we resolve this?? Our meetings are now officially referred to as a "monthly meeting and car show".
 
Ahhh. the Land of Lincoln.... what you read in the papers or see about our fine politico's on CNN is barely a grain of sand on the beach.

California might be even worse than Georgia:

Regular License fee $20 (Annual)
Ad Valorem tax $xx (Annual -- whether registered or not)
Manufacturing Fee $25 (One Time)
Special Tag Fee $35 (Annual)

For all that, you get a tag that says "Antique" -- NOTHING else.

In Michigan my Historical Plates were $30.00 Total.

The rules here are much like the Illinois rules but I recall seeing that driving to a repair facility and or driving for testing is allowed.

The most interesting thing was that at the end of all of the jibberish was a final statement that the vehicle is not to be used as daily transportation. That statement sounds like the get out of jail free card.

Alabama is the same way as Il. I never bother to get the antique plates because the rules are to and from shows or repair ONLY. I know someone here who never has any problems with his antique plates, one time register, saves himself about $80 per year. Personal choice for me... I really don't feel that bad contributing my $80 to the DMV. I do use the roads...

I wanted to make sure I was not spreading bad info by saying that I believe it's ok to operate for the purposes of testing so I pulled the current vehicle code:

From the Michigan Vehicle Code Act 300 of 1949...

257.20a “Historic vehicle” defined.
Sec. 20a. “Historic vehicle” means a vehicle which is over 25 years old, and which is owned solely as a
collector's item and for participation in club activities, exhibitions, tours, parades, and similar uses, including
mechanical testing, but is not used for general transportation.
History: Add. 1996, Act 404, Eff. Dec. 21, 1996
