thanks for the update.
Would it be hard to add the longitude and latitude to the list as well?
That way, people who need to massage the file for different imports
don't need to re-add that information each time or manually add new
people to their own database.

I did a utility for my business, to help find existing customers close to the location of someone asking for help. Seems like it might be a good fit.
It's an Excel-based spreadsheet that uses a standard zip code to lat/long "database" (though just in an Excel spreadsheet format). For the Excel geeks among you, I just set an arbitrary maximum "offset" in each the lat and long positions (of 0.3 degrees in my case, which works out to about 25 miles). If the position of a zip code ends up being less than 25 miles off in both latitude and longitude, the associated formula returns a "TRUE", otherwise a "FALSE". It would be pretty trivial to add some smarts to the Excel-based blacklist to allow the user to enter their zip code (or the zip code of their location), and set a value in a cell associated with each blacklist member so they can tell at a glance who is close to their location. It seems that the A (left-most) column isn't being used for anything in the Excel Blacklist.
Yes, it's limited, since some zip codes are pretty broad, the lat/long resolution is limited to two digits right of the decimal point, and I didn't get fancy trying to work out absolute distances, but only limiting each the North/South and East/West distances to a given value (which will change at least a little from north to south as the longitudinal lines get closer together as you go north). Still, it might be a nice option for those who have reasonably up to date Excel installed on their machines (I'm only using Office 2003, so it's probably not much of an issue). All the data (30,000 or so lines of zip codes) and formulas does bump up the size of the Excel file to about 5 megabytes - nothing in today's standards, but still big enough that it might not work in every case (such as on a phone?). Still, it would be a really easy way to help someone quickly work out who on the list is within X number of miles from them (whether at home or on the road).
