That's the Gross Vehicle Weight Rating (GVWR) which means the maximum
to which it should be loaded. The empty weight must, of necessity, be
considerably less than that to allow for fuel, water, passengers, etc.
Fact is, though, my over-built '76 23' weighs nearly that empty
except for 1/2 load of fuel & water. :-(

Michael,
Before you do anything rash, get to a certified scale.
Every data plate in the front of every 23' says 10500.
When I last weighted Chaumiere, she crossed the scale with full water and fuel and my wife driving at 9460.
That leaves just enough for beer and canned goods.
