The push rod for the master cylinder is stuck in
the plastic sleeve of the booster. Should I use the
old sleeve (with the rusted rod) in the new booster,
or keep trying to remove the rod? What can I use to
desolve the rust without hurting the plastic?

Luther,

If you have a new sleeve, why worry about damaging the old one? Cut it off.

If there's a good reason to preserve the old sleeve, clean all the
grease/oil off of the assembly then soak it over night (or maybe longer) in
vinegar -- or something stronger like "metal prep" (mostly phosphoric acid).
