Yes, the 0 ohms is empty. If you short the wire to ground (0 ohms) it will show empty.

If you disconnect the wire from the sender (infinite ohms) it will show full.

So, if your gauge always shows empty it means that you probably have a short in the wire.
If your gauge always show full it means that you have a break in the wire or a bad connection.

If I replace the OEM gauge, will a 0-90 Ohm gauge work??

Simple answer yes a 90 ohm Gage is what you would buy from whatever manufacturer VDO,Stewart Warner etc.
