[GMCnet] VIN Verification, Catch 22 [message #93305] |

I'm trying to sort out how to register and move this 1975 GMC I just bought. Here are the facts:
1) It's current title and registration is in Washington state.
2) The WA registration expired in 2008.
3) It was, sometime in the past, registered in California (if that matters).
4) In order to move it, we need a valid registration.
5) WA registration is probably possible, but somewhat difficult for non WA residents.
6) In order to register it in California, it must have the VIN verified by a licensed verifier
(CA DMV, CA licensed Vehicle Verifier or Auto Club, or CA Peace Officer), but
7) It's physically located in a storage yard north of Seattle, WA.
8) In order to move it we must also have insurance, which requires a valid title and registration.
9) Both WA and CA assess penalties if you wait too long to deal with the transfer (15 to 30 days).
If we register it in WA, we'll have to re-register it as soon as it moves to CA.
I'd prefer to register it in CA and be done, but of course it's not physically here to be verified.
So, finally, my question: is there such a thing as an auto club or vehicle verifier that is located
in one state (WA) and also licensed in another (CA)?
Any other ideas for how to get the VIN verified??

I went through this with a motorcycle. The previous owner
had NEVER registered it after having bought it. I had to
basically pay for TWO title transfers with attendant taxes
and fees.
If at all possible, get the previous owner to bring the WA
registration up to date; i.e., current plates, etc.
This is absolutely your best course of action, probably
even if you have to pay the likely penalty charges.

I am not a expert in these matters, however, If you have other Vehicle Insurance, call your agent and he/she should give you a rider until you get home, then I would get in, crank it up and go home. You have a bill of sale, or should have, that should give you some leeway if you are stopped.

My experience might not apply here, but maybe it will. My coach was sold with a bill of sale, and no title - kind of scary, but all's well that ends well... To get a title I worked with a firm in Maine (getnewtitle.com) and they had me have a Peace Officer verify the VIN. My coach was in Ohio, I live in California, and the title was to be for Maine. They allowed a local Peace Officer to verify the VIN, and I don't know that California is any different. I skated for a year with my Maine license plates (cause I'm cheap) and when I registered it in California I had to "modify" the date that it came into the state by a few days...
During my quest I did call the California DMV and found them surprisingly helpful! In fact my experience with the California DMV has been nothing but GREAT with the motorhome. I would suggest that you call them, explain your circumstance, and see what they say. I would bet a dozen donuts that a Washington State Cop would satisfy the requirement. It's possible that it would have to be Notarized as well, but that's just a scheduling issue.
This is a long post for an iffy answer, but I hope it helps.

1. You could move it on a flatbed -- no insurance or registration needed, just lots of cash.
2. My insurance agent told me that I'm covered on any newly purchased vehicle for up to 30 days, even if I don't notify them. You probably are, too.
3. California DMV can issue a 1-day moving permit -- would allow you to legally get it to AAA or the DMV for verification. Washington probably can do the same.
4. Cops in Oregon and California don't care too much if your Washington registration is expired... it's not their state that's losing money.
If it were me, I'd just drive it home. Carry a bill of sale and/or receipt from the seller, just in case... it may help sway a patrolman.

With a bill of sale and a signed-off title, you should be
able to get the trip permit, and your insurance provider
should be able to give you a certificate.
When I bought my coach in New York in 1999, I contacted my
insurance with the vehicle ID info, and they faxed a
certifcate to the motor vehicle office. The whole
transaction from the time I walked in the office to being on
the road took 15 minutes at most.
Entering California required an agricultural inspection at
the state line with a checked off permit (they check for
bugs and foreign plant material hostile to CA agriculture).
Unless you're dealing with incompetent motor vehicle office
personnel, there shouldn't be any Catch 22. Tell them what
you want to do, and ask them what you need to get the coach
home. EZPZ.

First of all every state is different on moving a vehicle that has just been sold. What you have to do is follow the rules of the state that the vehicle was last TITLED. Noticed I said TITLED, not licensed. All of the other states you travel to and through to get the vehicle to the new owners location have to follow the rules set by the last state where the vehicle was TITLED.
In some states the license plates stay on the vehicle. In some states you need to get a transport or cardboard plate. In some states you need to do nothing but have insurance and a "Bill of Sale". Follow whatever the rules are wherever the vehicle was last titled.
I go through this every time I move a vehicle for someone. The last two I moved came from Michigan and went to California. Michigan says that the vehicle will be transported with a bill of sale, Insurance, and no plate by the most practical direct route to the new owners location. I had to stop in Utah because the sign at the scales entering the state said ALL unlicensed vehicles must stop. I walked in said I'm moving a Michigan vehicle to California for a friend. He said OK, proceed. No paper work was examined.
On one I moved out of Utah, the State Police said "just go drive it. Here is my name and phone number. If you get stopped in any state have them call me."
I have never moved one out of Washington so I do not know their rules. Ask the Washington BMV for the rules to transport a vehicle out of state.

thanks, Shasta sounds like a great idea. We even have friends there, so it's perfect.
I think the current plan, from the wisdom of the forum, is to get a temp moving
permit in WA, then stop at the Shasta DMV to get it titled in CA. This should avoid
any penalties, since the CA rule is from the time it enters the state, not date of sale.
I still have to work out insurance, but that should be doable.

In case anyone is interested in how this turned out...
We went to the California DMV with all the paperwork and asked what to do.
They wouldn't give us the registration without a VIN verification even though
the coach had been registered here before. They did, however, give us a trip permit
good for the next month and a half. That's a lot more generous than we thought
they'd be. We were pretty sure we couldn't do it on the typical 3-day temporary permit,
so we're very relieved. Much cheaper than having to register it in two states, and
there were no penalties.

Washington state offers a moving permit for $25 that is recognized by
both OR and CA. Once brought a GMC transmode up from AZ on a AZ moving
permit. AZ did require inspection.............Terry

Little bit off-topic, and sorry to drag up an old thread, but my search didn't bring me any closer than this ...
I've got to allow the state of CA their pound of flesh tomorrow, and part of that includes a VIN verification.
I'd like to help the lady at the auto club find the VIN numbers on my Kingsley in an expedient manner.
But I don't know where to look.
Seems like they need two matching VINs to have a non-issue.
Will someone please point me to where I might find my VIN (other than on the title, of course!)

It's on a tin plate on the firewall beneath the passenger side windshield.

One is on the plate on the front of the firewall on the passengers side, behind the access door. The other is on the left frame rail on the outside face, upside down, a short ways to the rear of the bolted connection to the front subframe. This one is sorta hard to see and may require some wire brushing and WD-40 (or something similar) to get it to show up. My '74 also has a decal on the drivers side panel with the VIN. It is also on the service parts ID label inside the glove box.
