To answer your questions: with the key in the "on" position (engine off), there's 12+ volts at the Inst/Tran fuse holder,
the other gauges are on, but the alternator light is NOT on.
With the key in Accessory, the alternator light is on, the other gauges are off, and
I read about 1.5 volts at the fuse holder.
Very strange. More investigation for sure.

Karen,
Since that bulb compares the voltage at the fuse to that at terminal 1 of
the alternator (the brown wire in the plug), I'd next check that voltage
with the ignition switch in Aux and Ign.
The 1.5 VDC at the fuse with Ign off is curious. I'd put a load (test
light) on there and check the voltage to determine whether it's a high
impedance load causing the voltage to appear.
