I need some help here.
The last time I used the generator it worked fine. It
was not started for over a year. When it tried to start
it it ran for about 15 seconds and quit, while it ran
a lot of rust came out of the exhaust pipe. I cleaned the
carb. made the correct adjustments, now it starts for
about 2 seconds, then pours raw gas out of the carb.
Any Ideas?

Several,
But start by removing carburetor, opening the float bowl carefully and checking the needle and seat.
You have three good chances for problems there.
The first is that you mis-assembled the float/needle/seat parts during cleaning. (Gee - I never did that - Recently - on and Onan)
Second is that there is debris holding the needle off the seat.
Third is a defective component (hope you saved all the old parts), like a damaged needle or a gas-filled float.
If you don't see anything wrong, get another person to read the book and look it over without your help. Sometimes we get stuck with a preconceived mis-conception.

I may be that the float is stuck in the down position having set for a
year and all the gas evaporated out of the carb. When you try and
start the generator the fuel pumps keeps gas flowing into the carb
float bowl and not being controlled by the float and needle valve
floods the carb and chokes the engine with raw fuel. It may be that
you need to take the bowl off the carb and clean the needle valve and
set the float height.

I guess that I should read the question better. Matt's answer is a
very good path to follow, disregard mine. You can use the manual for
additional data if you don't have one on hand.
