I have been restoring golf cars for the fun of it and had poor result
from Fusion on vynil upholstery.
It stays tacky forever. I switched to DupliColor's Vinyl & Fabric and it
is great. RustOleum was ok also.

David,

Have you tried cleaning the vinyl upholstery with SEMS Vinyl Prep - formerly
known as SEM CLEAN? It is a high strength solvent/water combo that removes
soil, grease and wax from the surface and leaves the vinyl film softened and
prepares it for coating with SEMS color coat or other vinyl paint.

Use to use it in the auto trim and upholstery business.

Just my 2 cents...
