A suggestion for anyone trying to get a good balance, especially with
16.5" steel wheels -
find some small shop/garage that still has a good old fashioned "Bubble
Balancer"

I just went to a truck tire shop. They took the out of balance tire off, spun it, re-weighted and remounted it for 10$.
I like that.
They even had a wrench that could take the tire off without sweating.

i had some tires shaved to make them really round and then they can be balanced quite well.
